Windows Vista doesn't do the Flip View? How to set it up?

I do a lot of work with graphics - I don't think Windows flips or rotates - this is a function of the Drawing toolbar in Word, isn't it?

what version u have if u have basic home u cant do it u need premium home or higher because basic is like XP no glass effect premium and higher have the glassy gloss effect there for the flip effect
