This would be very much a matter of personal preference, just like comparing any two cities in the U.S. or any other country.
I live in Vancouver, having moved here from the U.S. and absolutely love it. It's one of the most beautiful cities in the world, and rated as one of the most livable cities in the world as well. I would have to say that you can't miss by moving to Vancouver ... unless cloudy and rainy winters bother you.
I have not been to Ottawa, so I am unable to comment personally about it, but I am sure it has it's positive points as well.

The only thing I know about Vancouver is that it's FULL of Asians. I'm not saying that's a bad thing, I'm just saying that it's the only thing I know about Vancouver.
I was born in Ottawa and it is a very nice city. People are friendly, crime is low, etc... The only problem with Ottawa, is that many people from big cities find Ottawa boring. The reason for this, is that Ottawa can be a very boring city if you don't know where to go (best pizza, best Chinese restaurant, best mall, etc...)
So if you don't know anybody from Ottawa, try to make friends fast (or just ask a lot of questions on Yahoo.) If you know exactly where to go for certain things, Ottawa can be a great city to live in. Also, check out the different neighborhoods before moving. You don't want to be stuck somewhere that you'll regret.

Ottawa is a better city:
Lower crime rate and a safe city
Excellent job market
Less expensive than Vancouver(although it is still expensive)
Beautiful Region(although Vancouver is as well beautiful)
It is a very difficult choice. I would probably go with Vancouver because I'm from Ottawa, and am sick of the weather. But overall - Ottawa is better.

Ottawa is a great city. It's a busy city with something for everyone. Always lots going on. It's easy to meet people because people are very active and young and friendly and because people move to and from Ottawa all the time.

Both are really great cities, but since I live in Vancouver, here's a tip: unless you have a very stable income, you will NOT be able to afford to buy a house in Vancouver, trust me, they're VERY expensive right now! Many people are buying houses in Vancouver's suburbs, but it's getting more expensive in those areas too. Other than that, Vancouver is a really amazing and beautiful city to live in!

Although both cities have their plusses (many) and minuses (few), all you really need to know is that as a general rule the wines from British Columbia are better (some such as AOC VQA Okanagan Valley pinot grigo may be the best of their varietal in the world) than the wines grown in Ontario.
