There are many kinds of official letters. There are business letters, job application letters, letters to a person in authority, letters to universities, and a lot more. Using to whom it may concern is not a business-like way of opening your letter.

First of all get yourself some fancy perfumed paper with lots of flowers on the borders. Use a peacock blue ink or even better chartreuse. Take it to the Post Office and be sure to get lots of pretty stamps and stickers to cover the envelope completely on both sides. On your way, you might stop by the local elementary school and sign up for a course in basic literacy too.
