The age at which a child is LEGALLY able to sit in the front seat depends on which country and locality you live and / or drive in.
In the U.S. it depends on state and local laws; in Canada it's provincial. For example, in Michigan there is no law against a child riding in the front seat of an automobile at any age, while Toronto Police Service recommends NO child under 12 be in the front seat with an active air-bag (but gives no weight limit).
Check around at your local government's page (most have a site), or simply call the local police (non-emergency, of course); you should find what your looking for.
For SAFETY reasons, however...
Whether your area has applicable laws in place or not, children 12 years and under (or less than 80 lbs or about 36Kg) should ride in the back seat.
Also, if the child is in the front seat and there is an active passenger-side air-bag, it is recommended that the child be belted in (as always) and situated as far back from the air-bag as possible (at least 2-3ft or 60-90cm), and should not ride in the front AT ALL if their face is level with the air-bag.

Here in Australia the age before a child can sit in the front seat is 8 years old. The back seat is supposed to be a safer place, however in a ute or truck, the child sits in front, of course. Here also the wearing of seat-belts for all people in a car is compulsory.
With the event of air-bags in modern cars there is another thing to consider. The bags are designed for adult sized passengers/drivers. There has been incidents where small children in front seats have been injured by the airbags, when they went off in an accident. Now some manufacturers recommend that children under 4' 6" do not sit where airbags are located, which makes them around 11-13 years old, give or take.

Height is more important than weight. Anyone one under 5 ft. tall is going to get hit pretty hard in the head with the air bag.

well i knwo where i am for a kid to stop usin booster seat is 8yrs old or 80lbs and my nephey is 8 and rides in front seat sometimes and cops never did anything

you have to be at least 100 pounds, but i do ninety. They don't care, and if they are at least five feet, they're fine.
