I owe nothing and the State owes me nothing

Normally, just inside the booklet there is a section that says "Who must file" read this. The only case that you do not have to file is if you income is so low that it is below the fileing requirements and noone has taken out state taxes. Normally if you do not have to file but taxes have been taken out, you file to get your money back. If you have substantial income normally you must file so they have a record.

Yes, Its the law whether you get zero or you owe nothign (which is the same thing) you still have to file. My question to you is How else will the government know? If you don't you will probably get in trouble

Yes whether you made zero dollars or a million dollars. Simply in order to calculate your future federal pension rates. You could also be entitled to money as a refund for earning zero and being below the poverty line you get a tax benefit.

If you had income that requires you to file, then you have to file whether you owe or have a refund coming or neither one.

YUP! If you don't file your form 540 you will get late filing penalties. Make sure you file that return!

How do you know that it's a wash unless you did your return? If you did your return why not put a stamp on it and send it in?
