The answer depends on how you view God. If Man has an ability to choose the Almighty, then God is reduced to testing, or allowing world hunger for reasons only known to himself, or sitting on the sidelines doing His best to help us help ourselves.

If God is sovereign, then this extrapolates to Man being guilty and deserving world hunger and more. We could all be righteously tossed into Hell for that matter, guilty people don't get to choose their sentence. While this does take away from God loving all of humanity, it does allow a loving of his own, predestined from before the foundations of the world.

That's it in a nutshell, take your pick as to the ultimate reason we have world hunger.

God has asked us to care for the poor, the homeless and the hungry. That is part of our works. faith without works is dead. Its pretty sad when the poorest and hungriest people in the world are that way because of their governments. Never heard of the government leaders of these countries dying from hunger. The United States alone sends ship load after ship load of food, water, medicine and clothing to these countries and the are either taken over by the governments of these countries or they are left in the harbors to rot.Its the greed of mankind of why there are hungry and homeless people in this world.
