If spots are present on your hands and feet only, then most likely you came into contact with either a parasite (such as fleas) or an allergen (like poison ivy). By the way, you can contact poison ivy rashes without touching the plant directly, if another person or animal brings the plant oils into contact with you on their skin. For temporary relief, rinse the area with plain white vinegar or apply an over-the-counter anti-itch medication. If the problem persists or if the rash area is growing larger, I would see a doctor to make sure you don't have any medical conditions and consider putting on some form of natural insect repellent on a regular basis.

First let us ask him where has he been out of the ordinary? If, he been it the Forest, I would say off hand Poison Oak as it on the ground. If, he been mowing the yard for a first time then Fleas. But, there many things. First, he need to think what has he done recently that different? Being on the legs, I would think Fleas as when they grow from a larvae to adult they hungry!
Also, look real close. It may be baby Ticks and they very small. It will look like a little spot in the center of the red.

Was he outside on the grass or weeds earlier? If he was it sounds like chigger or flea bites. Rub his legs down with witch hazel-it is an astringent that will help stop the itching and burning. If he hasn't been anywhere to get chiggers ignore this advice and get him to the doctor.

I suggest washing his legs toughroughly with only warm or cool water, as it could be a reaction from laundry detergent.
If he has not temperature, he should put his legs under the shower flow for at least 20 mins, massaging the affected areas very gently, without much pressure.

Poison Ivy or Poison Oak would look like that.
Allergic reaction to laundry soap if you've changed brands.
