I have 2 12" Pioneer Premier TS-W200SPL's, that have worked great till recently. One stopped working.

I checked the conections, tried hooking up to another channel and nothing, everything looks good, the cone still moves freely, any ideas on how to test or ideas as to what happend.

Most likely the voice coil or tinsel leads have been damaged to the point that there's no longer a way for power to run through the sub. To confirm this, use a continuity tester or ohm meter between the positive and negative terminal. A good sub will show continuity between the terminals with a resistance reading around 3-4 ohms. If there's no continuity, or a much higher, lower, or infinite resistance, then your sub is damaged.

you test it with an ohm meter it should read a dead short across the + and - terminals anywhere from .2 to .6 but the voice coil is probably fried
might be a short in the wire going to the voice coil
