They keep calling me about an account that's not mine. They say I'm a relative, but I'm not. They even asked for my SS#. I refused and asked why my ss# is necessary for someone elses account. The CSR hung the phone up on me. I immediately called back, and asked who the company was, and where they are located. I was going to check them out online to see if they are ligitamet. I'm just wondering if someone was trying to steal my identity.

There is a UCB collection agency - United Collection Bureau

If they are calling you and saying that it is someone elses account, since you said that they say you are a relative, and if they discuss the account with "you" then they are violating the FDCPA.

It is illegal for a collection agency to discuss details of the account with a third party - per the FDCPA
§ 805. Communication in connection with debt collection [15 USC 1692c]

If they call and only ask for the debtor or the debtors whereabouts, that is not discussing the details of the debt.

Since they said it was not "your" debt, but that it was for someone else, I doubt that there is any ID theft going on.
It would be different, and should be handled different, if they had called you claiming it was your debt.

More than likely, they are fishing.
It's possible that you may have a similar name to who they are actually looking for. Good for you in not giving out your SSN or they would run with it and probably plunk it on your reports and then start trying to collect from you.

Order your reports and make sure they haven't placed anything on them.

Since they claimed it was not yours but someone elses, you might send them a cease and desist letter.

Along with the regular cease and desist information, you might also state in the letter that they are calling you for and you have consistantly told them that is not your account and you have no knowledge of that person.
That they claim the account belongs to a relative of yours but as far as you know, you have no such relative.
That they have asked personal information about you that they have no business asking.
If they had discussed the debt with you, told you the reason for the call was for debt collection and/or details of the debt, name of the creditor, amounts, etc. - include the fact that they had violated the FDCPA by communicating details of the debt with you.

(the above is only for an example since I don't know the exact nature of the conversation, if some of the examples I listed was not actually discussed - do not include them - be truthful and factual)

By listing out the details of their violations in with a cease and desist letter, you would be doing a couple of things -
creating a paper trail of their violations
having it on paper that they have stated it is not your account but someone elses, etc.

DO NOT sign that letter !!!!
Print your initials or only type your name on it. Signatures have a sneaky way of jumping from one paper to another.
Send it certified mail return receipt.

It's not unusual at all for a collection agency to try and collect an account from someone who has a similar name, similar address, etc. to the actual debtor.

If you nip it in the bud before they go into full collection mode, you may bypass all of the headaches of fighting it after they start dunning you and placing it on your reports.

If they do continue, file complaints with the BBB, FTC, yours and their AG's.

You need to get proof that you paid. Have you tried calling the bank to get a copy of the statements for those months? Without proof, you are out of luck. When dealing with collection agencies always get the settlement agreement in writing and never give them direct access to your bank account. Keep the settlement agreement and the payment proof forever.
