True forgiveness is not a weapon.
It can change the hearts of those that you give it to though.
But not as a weapon, you cannot truly forgive someone with the intention of harming them.
I assume you are talking about a person that many people know has been wronged by another doing a big, public, "I Forgive you" speech just to make the other one look bad. That is not true forgiveness in my book.

Come again? Forgiveness is forgiveness. If you want to forgive someone who has wronged you, where is the weapon? Something to hang over the head of the person that you have forgiven? If that is the case, you have not forgiven.

According to Islamic teachings, forgive the aggressor if you believe it will help him understand his mistake. But if that is not the case and you think that forgiving would only make him more aggressive, take your revenge, but only as much as the aggressor did.
The question arises how many muslims act on this?

I've had it used on me by people with a martyr complex. It may be more accurate to say that I was used as a passive vehicle for the martyrdom.
