If you were a lady, would you like your bottom pinched by any Tom, Dick or Harry? I don't think pinching of ladies' bottoms is acceptable anywhere in the world.
Why the question - you got itchy fingers or some kindda fetish?

No country that I know condones such a custom. I was wondering if the practice of pinch and run was still in vogue in Italy.
In 1970 I took my first wife to Rome on a vacation. Naturally, some guy came running by and grabbed a cheek. She was flabbergasted and I was laughing out loud.

It is NOT acceptable even in Italy - the fact that it happens does not make it acceptable anywhere.
Pinching hurts - and what pleasure it gives the one doing the pinching is beyond me.
No one should have to tolerate being touched either in a way that is unacceptable to them or by someone whose attentions they have not sought.

Its totally acceptable in Glasgow as long as the guy doing the pinching has a good health care plan and likes hospital food.
