The problem in answering your question is that you have specified a part of a much larger system. The exact answer is that a panel of photovoltaic cells the same size as a panel used for thermal collection would cost much more. But the photovoltaic might be useful as it stands (unlikely as normally batteries and inverters are needed) while the thermal panels almost certainly require pumps, insulated tanks, and radiators.

Photo voltaic cells are by far more complicated, more difficult to manufacture, and in general less environmentally friendly. This is because thermal panels can be constructed in many different ways. Thermal panels can be as simple as coils and coils of black plastic tubing, the black color absorbs the heat and the heat is usually transferred to water or some other type of heat transfer fluid. In the case of a pool, that water would then circulate through heat transfer units and heat the pool.

Photo voltaic cells produce electricity, not heat.
