The question should be Who would Scooby Do? And I think the obvious answer is Daphne.

Scooby would probably utter the phrase "Ra Rhost". Peddle his back paws in the air for a moment and run off and hide along with Shaggy.
Only to be found by Fred, Daphne, or Velma and given a Scooby Snack to get his courage back.
He would then go on to help prove that the "rhost" was really a real estate speculator trying to scare people away from the old castle so that he could buy it cheap and make a profit.
The real estate speculator would have got away with it to if it wasn't for those meddling kids.
