The Canon 30D is a semi-pro camera with a metal body that does 5 frames per second.
The Nikon D80 is the best of the entry level cameras. It has a plastic body and it only does 3 frames per second. It has more megapixels than the Canon 30D, but the 30D is a better camera.
As for value... they are BOTH great value. If you don't need the extras that the 30D offers, don't PAY for them. That money would be better spent on lenses.
Also, play around with both cameras in a shop. You might find that you prefer the slightly larger viewfinder of the D80. Or the heft of the D30. Or you might prefer the control layout of one model vs. the other. These are things you can't decide on based on the specs... but they might sway your decision.
If you're talking about YOU, you already have a 20D (I answered your other questions, too). In your shoes, I'd probably skip the 30D and upgrade to a 5D (screw the expense) or wait for the 40D.

I would say go with the Nikon D80. I am a D70, D70s and D200 owner and I get great results with all of them. Sure you get 5FPS with a Canon 30D but are you really going to be shooting a lot of fast movement? The D80 is also a lighter weight body. Keep in mind Nikon has been making cameras and lenses long before Canon was even though of as a company.

Imagine quality wise, the 30D is better at JPEG than the D80 and equal to the D80 in RAW format. If you will be doing a lot of JPEG format shots then get the 30D. Overall, the 30D is better than the D80, faster FPS, metal body, but of course it costs $100-200 more than the D80. I have the XTi and I dont even need all 10MP. Its way too much for my purposes.
