I don't think Television is broadcast in Mono anymore, only in 2.1 Stereo. You can set your TV to output Mono, but I don't know why you would do that.

I don't know where exactly you are going with this question, but I do have that mode on my A/V receiver. I use it just for "kicks" sometimes.
