He got a bump on the spot where he has the chip. Is this normal?

Sometimes but keep an eye on it for swelling. The needle is much bigger than a syringe for their shots and the pooch could have moved the wrong way at the wrong time getting startled by the needle.

Like I said do watch for continued swelling

It can be. It's a big needle, it often causes a little bleeding, so swelling would not be unusual.

The swelling should have gone within 24-48 hours - if not, or it gets bigger, phone your vet for advice.

make sure that you register the chip with your adress and stuff-otherwise when he gets lost they will scan for a cip, find it, and no info wll turn up on the computer, and youll never get him back i think the bumps normal!

You really should talk to your vet or who ever microchiped him or her!
