I need a copy of Windows CE Operating System so I can install it on a laptop computer. I searched ebay and couldn't find one.

Windows CE is not available for purchase to the public. It is distributed with devices and can only be purchased from microsoft. Click on the link below and it should give you the info you need to obtain a copy of CE and get a license.

Windows CE has since been replaced with Windows Mobile, these operating systems are for mobile devices - such as PDA's and Mobile Telephones / Cell Phones not laptops, this could be why your having problems finding it ( ive never had to look myself ) If you need a windows OS try finding 98 / 2000 or even XP depending on the specificaion of the machine.
