There is an Apex Medical Center, in Igbo-Ukwu, Eastern Nigeria, but not in Lagos. If this has anything to do with a request for funds, then it is, without a doubt, and sadly, a scam (Apex is also a name often used for a bank that is used in the Nigerian 419 scams).
If your boyfriend is an American citizen, it may be useful for you to contact the US Embassy Abuja, or the US Consulate Lagos. See the following website for more details:

No one can tell you if there is such a hospital in Lagos unless the person's been traipsing round the city...and trust me, that city is big and can have almost anything.
Give us more details - why is your boyfriend in Lagos? how long have you been dating (cos it seems you dont' believe him)?
With all the hospitals in Lagos, I'm sure there's bound to be one called Apex Medical. More details please!
