Yes. Waxing & plucking pull hair out from the root. Over time the follicle becomes weaker and the hair grows back thinner or stops growing back.

Yes, it makes the hairs weaker so gradually they grow back thinner.

no. it just makes it seem like it.
actually, when you shave your hair, ur hair doesnt grow back thicker, it just looks it. since with shaving you dont shave off the base of each hair, and since thats the thickest part of hair, it grows back with the base on top.
so waxing just makes it look thinner, but it actually is just what its supposed to lool like.

You mean you hair hair?! The hair that's on your head???? Well I don't know about that, but waxing other parts of your body does, eyebrows, bikini, back, legs...etc.
