Is the michigan driver responsibility fee tax deductible?

Its not a fee to get a driver license, and its not a fine. (both of which would not be allowed as deduction)
Its basically a state tax on the number of points you have gotten. So would it be deductible as an "other tax"?

Since it's essentially a penalty, I wouldn't think so. But you could call the IRS and ask them.
