Garages are subject to the "Supply of Goods and Services Act", just like anyone else.

The sale of goods act and relevant laws attatched to it govern the quality of repairs. Of course it always depends on what you instructed the garage to do, eg if you told them to change the timing belt but a week later the timing let go due to the tensioner letting go then they wouldn't be responsible unless you told them to do the tensioner.

In the UK they don't have to offer any guarantee at all; the only legal requirement is that the work must be carried out in a "competent and workmanlike manner", or words to that effect.
Any guarantee is an "extra" which they offer to obtain & retain your business.
