Are you talking bike or trike?

If a bike try the grounghugger it is available as plans

If your talking trike you will need to get familiar with the terms ackerman compensation and brake steer. See this link for some details and basic plans.

You should find a heap of info if you do a general search on recumbent bike/trike plans. (throw in a few more specifics to narrow down the search.

I recently went through the exercise of designing a recumbent . The hassle came when sourcing and costing out of the project. It cost way more than I could buy one ready made. ( I also doubt I would have got it right the first time ).

If you are keen on design at least have a look at some of the ready mades to get some ideas from. I enjoyed the exercise and learnt heaps from it. I don't own one yet but I'm working on it.

Check out this link to find your nearest dealer. And check their prices.
