Children were lined up in the cafeteria of a Catholic school for lunch. At the head of the table was a large pile of apples. The nun made a note, "Take only one, God is watching."
At the other end of the table was a large pile of chocolate chip cookies. Moving through the line a boy wrote another note to leave by the cookies, "Take all you want, God is watching the apples."

You are right, this is not a question in the more general sense.
As to the serious question, "Is God watching," I will say that if you define God as a being who is everywhere all the time, then necessarily he is not only watching, he is participating. Thus, in your example, he would be watching both the apples and the cookies. A further question might be whether or not God has any intention of punishing you for stealing a cookie.

If god is watching, then he is guilty of being an idle god! This joke plays on the ignorance of the listeners. The bible says that God punished Adam and Eve for learning. An action that is not at all god-like.
