No, it's not illegal to not file a tax return. If you don't make more than your personal exemption ($3,300 for 2006), you don't have to file.
Of course, if you have a full time job, more than likely, you'll have to file.

Show me the law which says: I as an individual, not a corporation conducting taxable business (making income), have to pay taxes let alone actually file a return. It is illegal not to pay your taxes, it is not illegal to not file a return. And because income is defined as business activity, and what people make in return for our labor is called wages, we as individuals are not bound by Federal Law to pay an income tax.

Yes of course. Technically, if you paid withholding in sufficient amount, you can not be penalized, but the only way to prove that is to file. Failure to pay taxes in full is illegal
