Here is a definition of scene hair from urban dictionary.

Has got to be dyed black, long side fringe (bangs) covering one eye. short and spikey at the back for a guy or girl. Or shoulder length for girls is goog too. Now it's all about wearing a bow in your hair or a cute kiddies hair band.

"Scene" is a style of dress/hair/music that is also referred to as "emo." The usual "scene" hair is very dark and cut either in a very shaggy, spiky, gelled way, like an old-school punk rocker, or sort of plastered down on the sides of the head, with uneven bangs parted on the side usually.
