If you have a refund coming you will not be charged any penalties and interest.
If you owe, the IRS will send you a bill for the late filing penalty, and interest and penalties once they receive the return and any balance owed to them.

Late fees and penalties are based on a percent of what you owe. Since you say you owe nothing, there will be no penalties or fees.

No, but you have to send in 2003 before the end of tax season THIS YEAR so get to it!!! If you don't owe you won't be charged late fees. They will give you your entire refund.

I don't know if this is LEGALLY the correct answer, however, I filed late income taxes in the past. I was only penalized by the IRS when I owed money. It was my late payment that was penalized, not my late tax return. When I was due money, I just got a check in the mail.
