Frequently both.
It was religion that was used to justify slavery in America (among other things). It was also (liberal) religious sentiment that led to ending it.
It was religiously justified to keep women and minorities from the right to vote. It was also (liberal) religion that galvanized the movements to get them that right.
However, as religion has becvome more radicalized and more rigid it has become more and more of a problem. One needs only to look to the conflict in the Middle East (on both sides) for examples of this.

It is a problem for populations. Systems of indoctrination are bad for children and teaching false information is a slap in the face to intellectualism. It promotes nonthinkers and corrupts political systems and ways of life in general.
It can be the solution for individuals. Religion changes many individuals for the better and gives them a fresh new life.
