She might going to change her mind. Just encourage her to read about the navy. She should stay in school and be the best that she can be. She should keep active physically. Also, she should have fun in those years.
Also, she can do JRNROTC and Sea Cadet program too.

She should study hard and graduate high school with very good grades. She should also prepare to take the ASVAB. I would also recommend to her speaking to people who are and have been in not just the Navy, but in all branches of the military. She has to wait 4 to 5 years, but that time will pass. She should be spending that time mentally and physically preparing.

Well, she can't join until she is 18 (or 17 with her parents blessing).
In the meantime, there are Navy Junior ROTC classes she can get involved in.

Well, she could either wait till she ages by a minimum of four years, or go to another country, where the age limit is lower, renounce her US citizenship and join the Navy of that country.

Wait five years until she can.
If she's really serious, have her talk to a recruiter WITH her parents present. They can tell her which classes in school might help her career and work with her on making sure this is the right choice.
If her parents don't want her to talk to a recruiter, there's not much she can do until she's older.

is there not navy cadets in the US in england you can join the cadets and then stay in that for a couple of yrs its like the brownie, girl guides for the military.

have her focus on getting good grades in school..and graduate High School. if she has the opportunity to join a NJROTC unit, she can do that as well.
she needs to stay out of trouble.. no smoking, drugs or drinking.
