God created the Heavens and the Earth and all there is, therein. Our Biological DNA was created ultimately by God, but as I understand it, DNA a a cumulative result of the biological make up of our parents, grandparents, etc. through generations. This is why no two DNA's are the same except in the case of twins, etc.

Why do you think someone created it at all? Why is it not possible for it to form via completely natural processes?
Abiogenesis, the study of the beginnings of life, is a very interesting field and there are a number of tantalising possibilities. It's true though that none yet approaches the sort of certainty we have for evolution (which is what happens once life is present, and isn't connected with the origin at all).
By saying "who" you are assuming a personal creator. There is no evidence for this.

DNA formed via a completely natural process. We're not exactly sure how, but there is no indication of there being a supernatural cause for its formation.
