A lose of color can be caused by low temperatures so you might check to be sure your heater is working properly.

Another cause of color loss is long term exposure to nitrites and nitrates. You mention cloudiness in your tank. This can also be caused by high nitrites or high nitrates depending on the color of the cloudiness.

Personally I would suspect something has your tank cycle out of whack and the ammonia cycle is not running as smoothly as it should. What exactly could be causing that problem would only be speculation though without more details on your tank and your maintenance routine.

Perhaps you should provide more detail. How often do you clean your tank? How do you go about doing it? Do you clean the filter too or perhaps replace the media too often? Have you tested the water for nitrites and ammonia? What other fish do you have? Do you have plant cover for them?

Fish that lose their color are losing it for a reason - to some form of stress. You can use all the color enhancing food in the world, but it's meant to help brighten a fish already showing decent color through a stress free life. If your fish were more colorful then now when you bought them, there's an issue somewhere. To discover this issue many more details would be needed.

Feed them a color enhanced diet. They make color flakes to help witht he color. As far as the tank cleaning, it's probably the way you are cleaning your tank. Do a couple partial water changes and make sure your ph level is good.

Felt tip pens?

Emulsion wont work because it is water based. Gloss may work but if you want to change the colour later your fish may not apprec having to burn the paint off with a burning gun.

Put an African Cichlid in there. A Frontosa or an Aztek would take care of all your other problems.
