Let's say I have some contacts in a tv station who can get a meeting for me with the relevant people. How would I present a concept for a tv show? (With some, but limited, resources)

dont go to the tv station go to a producer because they will then polish the concept and present it to the tv station draw up a concept map, drawing board etc. and find an email for a producer and send it to them

Why not produce your own on internet, like Youtube, or blogs. If it gets lot of attention you might get picked up by TV stations.
