Unfortunately the vulnerable are always the first to suffer when a society starts to go under. You can think of it as kind of like the canary that miners used to take into the mines with them. If vulnerable are being mistreated in a society then there is usually something that needs to be fixed in that society.

Perhaps. But that would put the US society in a very, very bad light.
All of our vulnerable citizens, including the old, sick, immigrants, minorities, children, animals, the environment, and even oil, get tons of abuse and exploitation by the rich, religious, and powerful.
What to do?

ABSOLUTELY Raising generations of children who are underprivileged cultivates hopelessness and consequently every kind of prejudice. It is a self-fulfilling prophesy to beat a child/individual so severely that he cannot stand up, and then say in horror that he is dangerous, lazy and lacking ambition, etc.... That abuse is not always in a physical form either. When we undermine someone's value we ensure that he has nothing but his own self-loathing, and he feels no trust or love for his neighbor. Only the very strongest can rise above prejudice, public ignorance and discrimination.

No by how it treats its animals. Shows how compassionate a society is. Love for animals ultimately overflows onto human beings and everything else.
