Well there are many ways to get work. There are many people looking to become models, so agencies usually charge.

You basically have to try everything. Register online, also register with agencies specializing in extras (gets you work in front of TV and movie cameras, which is good experience and you might get to meet some contacts). Get any work you can, even if it is promoting some product in a shopping mall. Then there are all sorts of advertising agencies for local advertising.

Some people are discovered by accident, but most get a career by pushing and working hard. Sure, models get paid to wear clothes and walk, but getting the work is very hard.

I think it all depends on the particular website. Always be cautious if going this route (this goes for actors as well), because there's the occasional illegitimate one (never sign up for something or with an agency looking for direct payment; they should only be taking a small percentage of ur production earnings). I think the best way probably is through real-life networking. Look in the paper for photographers wanting to build their portfolio as that will give u experience to put on ur resume. Look even on craigslist for model search events/ opportunities and attend them. Anything to get ur name out really...
