how can i burn an avi. video file to a 700mb blank cd at nero? what speed should i use? and what category "making a video cd"? or "making a super video cd?"

Speed shouldn't matter (it hasn't for me), And it depends on the size of the file. If your just going to be using it on a computer I vote burning it as a data file. And all the "video" files I've burned I've burned on a DVD and just used the basic video cd option.

You can use whatever speed you like, I usually use the fastest or the one just under the fastest.

VCD's (video CD's) and SVCD's (super video cd's) are just about the same. See here (about half way down the page):
