There are a few factors that will cause you not to max.
Weight, engine tune up, gas. tires, wind resistance and the road.
If you are tuned up, run a few tanks of preminum gas. Inflate the tires to spec. Sorry I can not guess or do anything about whatever your weight is. If you have a wind shield - remove it.
Keep a level road, lay low and forward. Wind each gear up to the max before shifting.

Get the engine tuned, it would go to top speed only if the engine is in perfect condition.

you said it yourself your bike is a 250 therefore it sucks and but it should go faster than that...are you a bigger girl?

i could put a 200mph speedometer on a 50cc scooter, dosen't mean it will do it.
