There are two general answers. Do you mean mass produced, or just a single automobile?

If you're looking to mass produce a car, that is one of the industries with the highest "barriers to entry". What that means is that it takes a LOT of money and expertise to start out. Today's carmakers have extremely sophisticated assembly lines.

If you're looking to produce a single car, you can find a "kit car" that is much easier to put together. A quick search on Google will give you some idea of what a kit car would cost.

Tens of thousands. There is so much more than just putting the thing together. You have to design it, market it, make it, teast it, crash it, finance it, fix it, and so forth.
