if the money is already owed to you than good luck getting anyone to sign it. If you are borrowing it and want to develop a contract just stipulate i am borrowing 19000 from so and so and i agree to pay it back in payments of ______ this debt will be completely paid off by this date_____. go to a bank with the second party and get it notorized. give them a copy and you a copy.

Off-hand, you need specific terms in the contract, such as:
Parties to the agreement;
Terms of the agreement--money amount, interest amount, time for payment, consequences of missing payments, et al;
Date of the execution of the agreement;
Signatures of the parties.
