You need headshots when you are ready to audition and have studied acting for a few years. Unless you have an agent and are auditioning on a regular basis you do not need headshots. If you are not auditioning on a regular basis, save your money, don't buy headshots. Wait and talk to actors that can tell you the names of photogrphers that you should use for your headshots. You need headshots after you have auditioned, booked some jobs and are being called, on a regular basis, to audition and worked a few years and are known by the casting directors and talent agents and are being sent on auditions.
Don't spend money now, you're still in the learning phase.
Enroll in an acting class. The questions you ask should be asked to actors in Dallas, the Dallas actors know the ropes and are the ones you should be connecting with and finding out the routine actor in Dallas.
Every city in the USA has different ways of doing things related to acting. Your questions should be asked of actors in Dallas that already know the ropes.
If I answered your question, it would not be correct for the Dallas area. Join an acting class and become friends with the actors. Those are the people you should be communicating with. A Dallas actor can can give you the guidance you need to be successful in "Big D."
Actors can tell you the best headshot photographers in Dallas, as well as, the price of headshots in Dallas.

What New York Gal said. Years ago there was a movie called "The Decline of Wester Civilization part 2: The Metal Years." In it, they interviewed a bunch of bands trying to make it. All any of them talked about was getting rich and famous. Not one of them talked about making good music, which is the most important thing you need to make it in music. Not one of the bands ever did anything. My point is focus on being a good actor. Don't put the cart before the horse. And have fun acting!

go learn the craft. It's an art form that needs to be learned and its merit earned through hard work.
Good looks play a part but without the acting training, you might end up like Keanu Reeves who can only do roles that require minimal dialogue, facial expressions and absolutely no thought process.
You're still young so go join drama camps, summer courses before you can major it for college.
Oh, and watch "Inside the actor's studio." Great research material.

Acting on camera, or on stage? I prefer acting onstage, and if thats what you want to do, see if your local town has a good Junior Theatre organization where you can get involved in the whole production, and then actually do a good show. If you don't have one in your town, then look at your school plays, because sometimes they are good. If still no, but you really are serious, sometimes adult theatre groups have roles for kids, but those are really grueling to do, and might not be the best choice. If you wanted screen acting, sorry, but I know nothing...

Head shots are probably important at this stage. Price range can vary, but more importantly start auditioning for local plays like crazy. With that you can start finding agents, and your career can take off! Good Luck, or should I say Break A Leg!
