It doesn't, they just want you to think it is. The moment the people lose faith in their government is the moment its power evaporates. Tragically, in order for people to have faith in the government in modern times is to at least put forth the appearance of action on any issue presented to them. We've become far too lazy: whenever we have a problem that takes just a little bit of effort to solve, we have to go to the government to get it fixed rather than putting out that tiny exertion and doing it on our own. The scary thing is, it's getting to the point where the government is forcing us to ask them rather than do it on our own.

Government must set a budget for the prevention of HIV from spreading to protect the people. Taxes must be distributed to finance the projects against HIV to be effectively conducted by the Health Department.

THe best thing is education. There is not much else they could do.

I have a friend who use to work for federally funded vaccination program. THe money is just wasted. Vast amount of vaccine is thrown away because no one knows of these programs. The government only have these programs to help certain companies. Giving the Federal government more money for programs is not necessarily a smart thing.

it dosen't people are the only ones who can prevent aids. yes the goverment can make people aware of the problem and how to prevent it but it all comes down to indivdual behavior and the goverment can't control that.

They helped spread it so why would they try to prevent it?
