A silk-screen printer.
Actually called "Screen-Printing" now since silk is no longer used for the stencil.

There is a special kind of paper that you can print on with a regular printer, and then iron on the graphic to the shirt.

You dont need to get it printed directly on your shirt, you got to buy a certain type of paper that will be iron on your shirt. And taht piece of paper can be used in any printer to be printed on.
