I grew up in South Africa so feel I can comment on this question.
Firstly just like the rest of the world you will get crime every where. But for less crime focus on the Cape province. For even less crime you will have to go to the Boland area. Towns like Wostercher, Ceres, Tulbach, Wellington, Stellenbosch, Franschoek, Paarl will be great.
All of these towns have great schools. Most of them have schools that is on the list of top 100 schools in South Africa. Remember each town has more than 1 school so there is a good competition going on to be the best school so loads to choose from. Some of these schools are even internationally known for various school areas (eg academics, sport, music etc).
For a good international recognized university you have to options in the Boland. 1. UNISA it is a distant learning university with very high standards. You study on your own and can live any where you want even over seas. (www.unisa.ac.za)
2. University of Stellenbosch. They are in Stellenbosch an absolute superb place to stay. Absolutely breath taking nature views and a awsome atmosfhere. With some of the greatest schools in Africa. (www.sun.ac.za) Stellenbosch is just 50km from Cape Town and 20km from the sea.
Many students op to live in Strand or Somerset West and drive in to Stellenbosch every day, about 20km.

Durban and Cape Town are the City's - you could perhaps stay in a satellite town to the main center, a smaller congregation of people. So having lived in Cape Town I can suggest Somerset West, Strand, Durbanville or Table View and then slightly further out still with amazing schools etc. would be Stellenbosch, Paarl or Franchhoek.
Not sure about Durban but again there are satellite towns with very good schools that you could pick.
Personally I think the Cape is less aggressive than other parts of SA but then I am biased

If it needs to be a settlement with official city-status (not town), the safest city would be George. I believe it's also SA's smallest city (a few hundred kilometres from Cape Town). No universities in George. Closest is Stellenbosch Uni. A great university and environment, but Stellenbosch isn't officially a city (as your question states).
Yes, SA degrees are recognised worldwide. Some correspondence degrees, such as mostly offered by UNISA have some limitations in acceptance though.

I left South Africa many years ago, but I am glad I don t live there now. I do visit, but each time I become frightened. For example, the lovely old town of Houtbay is as dangerous as anywhere in the world. Similar is Hermanus.
You must not go to University in SA. I studied at UCT for 13 years. None of my degrees are recognized in the USA. I had to write all my exams over again. Another thing: don t come to the USA. It is an awful country. It is dangerous, terrible weather, hates foreigners, and is a very self-opinionated and stressful place.

Bloemfontein in the Orange Free State far enough from Durban , Cape Town and Johannesburg to be considered relatively safe, good schools and University and colleges and good quality of life, your best bet.

That would probably Kestell in the Free State but be warned it is not a city - if you are speeding and you look right for 2 seconds you miss it and you better like dirt roads - lol there is only one tar road

I agree with Vango. George is the place. Maybe I am biased because I live in that city. The Nelson Mandela Metropole University has a campus in the city but I can't say much about it!

I do know the answer to the opposite of that question - the one to avoid.
I worked for a company that installed equipment at the port of Durban. Their customer warned the Field Service workers that there are many criminals who are attacking rich people who are in the waterfront area. The definition of rich people is "anyone who can afford shoes."

stelenbosch is lovely, with a really good university.
SA is as safe as you are... if you go around any city with your wallet showing and bragging about money you'll get mugged... but if you're sensible, then you;ll be as safe as you would be anywhere.
