If you're talking about in basketball video games, then yes, he did make the 90's all star team... in versions 2004 and below. I think it was either starting from 2005 or 2006 that they couldn't include Michael Jordan on the decade all star team because he was no longer in the retired players association. If they used his name and face, the company would've had to pay a lot of money to do so, something they were not willing to do. As a result, you will only find missing legends such as MJ and Pippen on custom roster patches.

I'm quite confused about your question too. The NBA came up with its 50 Greatest Players in 1997, but it does not officially choose an all-star team each decade. Several basketball organizations, publications and even internet sites come up with such or similar selections from time to time. Slam, for instance, chose its 75 greatest players about four years ago.
Now if you're talking about the NBA Live video game, MJ has not been included in the 90's all-stars since its 2005 edition. The alleged reason is that he is not a member of the Retired NBA Players Association. Hope this helps.

Dude, in the "real" NBA, there's no such thing as the 90's all star. You can only find those teams in video games, specifically NBA Live.
However, that's a good idea for the NBA. I think he should be in both teams, 80's and 90's. Mike's the best player.

Yes, and more then that. He made the NBA Top 50 of all time. He's undeniably the best player in NBA history. I used to think it was Wilt the Stilt, but Jordan could do it all. He was also great on defense. Simply, the best!
I'd take the '80's, with Kareem, Magic, Bird, The Chief, The Iceman, Dr. J, and many more.
