It's not just middle Eastern culture, it's just about every culture. Story has it that the left hand, when going to the bathroom, was the wiping hand, thus it is associated with uncleanliness. That is why in the Christian Apostle's creed it states, "...And is on the right hand of the Father..." Right hand is the clean hand.

No not only Arabs it is a good habit of muslims around the world that we should use the right hand for good doings and the left hand for bad doings such as for cleaning our ease of nature and urine.It is based by God's instruction in the holy qur'an.At resurrection day God will give us the bad records of our doings on the left anf the good records of our doings on the right.We should wash our parts of body before praying starting with the right hand,right ear,right leg and then the left one.We should give alms/donation with a right hand and the receiver should give the right hand too.We should eat by using a right hand for incerting meal to our mouth.We should shake hand to other by right hand.Reading a holy qur'an is starting on the right to the left..We should use our clothes starting with the right such as shirt,socks,shoes,long trousers etc.But if we enter our toilet or bath room we should start our step with left leg and then the right.If we come out from the toilet or bath room we should step out starting with the right leg..Those are the good culture of islamic teaching. not only as a middle eastern culture..

I am unsure of the Country but it is a religious belief.
God always blesses with His right hand and punishes with His left so it would follow th left is a bad hand

In India, when people who are poor don't have toilet paper, they use their left hand to clean themselves after they use the bathroom. They use their right hand to eat with.
