Yes you can complain.
Will it accomplish anything? Yes. It will make your neighbor dislike you even more than he already does. Will it make them clean your leaves? No. Will the courts make him clean your leaves? No. Will it piss you off, waste your time, and make everyone think your just some entitlement-minded, sue-happy, controlling shrew? Yes.

But yes you have the right to complain about anything you want. Now go mop the floor the dog tracked tree sap all over it.

You can complain but the most it will accomplish is the neighbor getting mad. I know how you feel because we have a neighbor that has some huge pine trees that are not very healthy. They fill out patio deck with pine needles just about year around. Clog our gutters, etc. If I could figure out a way to do it, I'd cut their trees down myself. Then I'd probally be hauled away to jail.

They take cases like this on those tv court shows. You know, small claims type of things.

You could ask them to do something about the leaves. I'm sure if they trimmed the thing towards your side, it might reduce the leavage.

You might also consider erecting a gigantic 30 foot tall net to stop the leaves.

Or you could just leave them on the ground....or sweep them up and dump them on their front porch. That might be fun!

we actually have an ordinance in force that says that the owner of the tree is responsible for the clean up and maintenence. I have a neighbor that has that stupid tree with the little balls that fall year round!!!! I make him clean it up!!!!

I wouldn't 'complain', why don't you try nicely going to his home and asking him to trim the branches, clean it up himself, or reach some other kind of compromise that isn't necessarily confrotational in approach.

Sad to say, sorry to report, not much you can do
Asking them to pay for it will probably do more harm than good. Pick your battles.

I'd talk to others and see if you can get a 'Coalition Force' to go talk to them - Strength in Numbers

Good Luck

You may have legal rights, but it might not be worth picking a fight with your neighbor.

Nope. You are responsible for cleaning up the leaves.

You don't get what you want. You get what you negotiate.
