just subtitute the x for the y. just flip the x and the y's in the equation. then just solve for y.

It's a 2 step process:
1). Solve for x:
3y = -2x+5
2x = -3y+5
x = -3/2 y + 5/2

2) Switch x and y:
y = -3/2 x + 5/2.

solve for x
3y = -2x + 5
3y - 5 = -2x
x = -3/2y + 5/2

exchange x and y
y = -3/2x + 5/2
