People may sound arrogant simply because they need to establish a strong personae in front of family or social groups.

I have seen the nice side of arrogant people, but they just annoy too much the rest of the time, so I try to avoid them.

It depends what they are so arrogant about........ some people just like to look at themselves in the mirror and have nothing substantial to offer, while others may have strong ethics and have something to offer.
there may come a point when your life (if you are living it the wrong way) that your enemies will be better friends than the ones you call your friends

In theory, it's possible, but then again....
They could just be nice to others to benefit themselves, and not be nice when it doesn't benefit them. But, on the other hand, there probably are some arrogant people out there who are still nice, but not many. It's definitely possible though.

If you aren't threatening their arrogance I'd say they can be whatever type of people, nice or mean. They can always be annoying though.

Yeah. Everyone has their downfalls. My worst problem is that I have a tendancy to lose my temper when things get a little stressful. I guess it just depends on what kind of mood a person is in.

They are nice when you have something that they want. They are also nice once they realize that you will not play their game of being-better-than-you. People who are worth knowing don't have to sound their own horn to announce it.
