I know they have to follow certain laws but I'm looking for something in writing.

The anwer is simple..most states have their laws on line. If not go to your local District Attorney;s office or Commonwealth Attorney's office and ask to see the code on that issue. Look up emergency vehicle and or ambulances in the motor vehicle code.
Every state varies. Most are contiguous in that they are granted priveledge to do their job as long as they exercise prudence and care.

Try asking the local fire department if you can get a copy of their policy manual. It should include a summary of applicable laws.
