It could be a bad ballast or you may have installed the wrong size lamps. There are T-12 and T-8 lamps. They have to match the ballast.

Either your ballasts are going bad or you didn't seat the bulbs in all the way. I'd check the bulbs first. You have to turn them 1/4 turn and they should lock into place. The prongs should be horizontal.

If you let you lamps turn black on the ends before changing them you are stressing the ballast and shortening it's life. It could be you need to replace that too. But try removing and reinstalling the lamps - they may not be sitting "just right"

Bad lamp, perhaps. Weak ballast, perhaps. Try turning one of the lamps end-for-end. If that doesn't work, turn the other one end-for-end. I don't know why, but sometimes it takes the flicker out.

Sounds like you have a ballast going bad. A ballast is what the lights connect in to.

it is probably the ballast. depending on how much the fluorescent light fixture costs it may be cheaper to just buy a new light fixture.
