They looked real but my brother said they were animated. + it said that a filming location was in Sydney, Australia. That makes me wonder more. Help Please.

Yes. They used a green screen so they would be on the cliff looking at the penguins also they are real when Mumble is in the zoo

If you're old enough, you might remeber Tim Meadow's scene in 'Ladies Man'; he arrives at his date's house and presents her with a bouquet of flowers, saying 'they're plastic...but they smell real.'
Those real looking people, on the outside of the penguin enclosure, were actually created with CGI (Computer Generated Imaging). Hey - I was fooled for a couple of minutes, too!

It may be weird but I think it was. I have no way of proving it but it sure as hell looked too real to be animated. If it was animated though...holy crap!
