What does the CIA do to implement/ execute federal law?
Does it seem to have "quasi powers"? What do they do?

The CIA is a group inside the U.S. govenment that works to collect information. There job is not to implement power.
They find people in other countries that are in trouble one way or the other to get them to get information. They try to gather info to form opinions of what or what might not happen, so that the president will have the best info personal to make good decissions.

CIA cannot execute federal law which is under the jurisdiction of the FBI and other law enforcement agencies. CIA only operates discreetly and feeds the US government with vital information for the National Security policies.
